Committee advances multiple rule updates on administrator standards, licensure and audits

The committee moved a package of regulatory items to the board, approving first‑reading drafts or continuations across several rule sections.

Quinn Kellis presented revised effective educator (administrator) standards — the first substantive update since 2011 — which the committee approved on first reading after noting more than 200 public comments had been reviewed. Staff also recommended removing specific school‑leadership competencies from the rule and delegating development of new competencies to the superintendent; the committee approved R277‑305 on first reading.

Other items approved or continued included R277‑106 (UPAC appointment continuation), R277‑116 (audit procedure continuation with a minor line edit), R277‑323 (public educator evaluation updated to reflect statutory changes), and the adoption of an updated ETS paraeducator assessment and passing scores. Committee members praised staff for comprehensive outreach and clear documentation of public input.
