Board committee continues then schedules repeal of competency-based grant rules

The finance committee handled two rule packages tied to competency-based programs with the same procedural approach: continue the rule through the September end date, then recommend repeal after that date.

Chair Cindy Davis explained that although the legislature repealed the competency-based program and its funding, the rule language must be continued through the formal repeal process so the expiration does not leave an administrative gap. "We don't want the rule to just expire — there's a process when repealing the rule," said policy staff, describing why the continuation was necessary before a repeal vote.

The committee approved continuation and then a motion to repeal R277-712 (Personalized Competency Based Learning Grant Programs) and R277-720 (Reimbursement Program for Early Graduation from Competency Schools) on first reading; both motions passed unanimously with member Boggess absent for some earlier votes. Staff said the policies will be forwarded to the full board for a second and final reading on repeal.
