Council members asked for sharper fund-by-fund trending to understand operational versus one-time revenue. Brett said recreation required about $72,000 from fund balance this year (down from a budgeted $120,000 withdrawal) and flagged the water fund used reserves for a $13.75 project. Staff also reminded the council that the remaining ARPA allocation must be spent by the end of calendar year 2026 and that staff will confirm whether soft costs for projects qualify for ARPA use.
