Planning commission backs M1 rezoning near Moody’s Hardware for proposed auto repair

The Spring Hill Planning Commission voted unanimously Aug. 6 to recommend rezoning a 1.4‑acre parcel near Moody’s Hardware from C2 (general business) to M1 (light industrial) for a proposed automotive repair facility.

City planner Ian Treffin told commissioners the rezoning request (case Z26‑1) aligns with the adopted comprehensive plan’s industrial designation for that area and that the proposed use would fit the newly adopted M1 standard. He estimated typical off‑site impacts would be limited to minor noise and dust that could be mitigated during site plan review. “The proposed rezoning is aligned with the comprehensive plan,” Treffin said.

Todd Allenbrand, agent for the applicant, said the business would operate primarily indoors and include screening along the yard. Neighbor John Waterman asked the commission to ensure high‑quality fencing and screening along US‑169 to protect the city’s visual character. Treffin and commissioners said those details will be addressed at the time of site plan review.

After deliberation, a commissioner moved to recommend approval; the motion carried 5–0.

The commission’s recommendation will go to the City Council for final action. The staff report noted that utilities are available to the site and that at this stage staff determined the proposed automotive use does not require a traffic study; a future site plan could trigger additional conditions or studies.
