Carroll County approves senior-housing feasibility study with RS Consulting

On July 31, 2026 the Carroll County Board of Commissioners approved a memorandum of understanding with RS Consulting LLC to conduct a Senior Housing Market Feasibility Study and prepare a five-year financial pro forma for a proposed 52-unit assisted living and memory-care development. Administrator Rich Leboeuf presented the MOU and the board voted to approve it (motion recorded Parker/Chandler, 3-0).

The MOU, included in the meeting packet, describes deliverables that include demographic and competitive-market analysis, demand and absorption estimates, and conservative/expected/optimistic financial scenarios. The document lists a total fixed project cost of $19,875, with a required deposit of $7,950 to initiate the work. Commissioners also recorded approval to spend up to $25,000 from the county’s Dube Fund to support the engagement; trustees of the trust funds had already approved that expenditure.

Leboeuf said the consultant will collaborate with county staff on assumptions and that the study timeline is estimated at eight to ten weeks after authorization. The board did not take formal action on any subsequent development approvals; the MOU funds a study to inform future decisions.
