Staff proposes 3% water-rate increase to fund well replacement, lift-station upgrades

City staff proposed a 3% increase in water rates across all tiers to keep pace with rising costs and to fund two identified utility capital projects: replacement of an aging well and refurbishment of the Robinwood Lift Station.

"Staff is proposing a 3% water rate increase across all tiers," the staff member said, noting the utility fund's budgeted surplus of about $323,000. The staffer said the two projects together would absorb that amount and reiterated that some rate adjustments recommended by a prior rate study could include 4–6% increases in other charges.

Council members asked about the practical cost to a typical household and were given a ballpark estimate. The staff member also noted the city maintains a wholesale-rights agreement with a nearby water provider as a contingency option in drought years.

No formal vote on a rate increase occurred at the meeting; staff will present refined scenarios and the council asked for tax-rate analyses tied to the broader budget conversation.
