Residents press Kaysville on field‑house funding and neighbor notification; council says final split not set

Several residents questioned how the planned joint field house is being funded and whether affected neighbors received notice. Maureen Starkey and other commenters expressed concern that the 35–45,000 square‑foot facility will change local open space and asked whether the city could extend mailed notice and posted signage for joint agency capital projects. The presiding officer and staff responded that Davis School District is leading the project on school property and that school‑owned land follows different notice and zoning procedures than typical private development.

Council member Blackham and other councilors described the field house as a long‑sought community amenity and noted the total project cost discussed in the hearing was about $10.5 million. Finance director Marin Nelson told the council the city is modeling a $368,000 per‑year debt service payment on a 15‑year loan and that, at present, city staff had included a 50/50 split between the RAMP fund and the general fund in budget modeling. Nelson and councilors added that the precise allocation between funds remains for council discussion and that public‑works and capital lists are published in the FY2027 budget packet.
