Board splits over bailiff coordinator pick; candidate emphasizes safety, training and accountability

David Hughes interviewed for the county’s bailiff coordinator position and outlined three priorities for his first 90 days: safety, training and accountability. Hughes, with a background in plant security and some local county work, described sweeping building checks and creating a training cadence for bailiffs.

"Safety... 2nd, I wanna make sure everybody's trained... 3rd, I'd say everybody needs to be accountable for what they're doing during the day," Hughes said when asked about his initial priorities. Administrator Francine told the board she valued his focus on employee safety and the perimeter of the building; several commissioners praised his leadership and lack of local ties, saying an external candidate might help morale. One commissioner said liability concerns about courtroom security made them hesitant to hire someone without direct court or law-enforcement background. The board asked staff to continue vetting references and to include training and certification responsibilities in any job agreement.
