City reports 76.8% completion on FY24–FY26 strategic plan; parks and flood response lag

City staff presented a closeout of the FY24–FY26 strategic plan and reported that 76.8% of the plan's 167 items were achieved or on track despite disruption from Hurricane Helene. The presentation summarized accomplishments and noted areas that remain off-track.

Major accomplishments cited included investments in public safety (hiring a downtown police officer, installing security infrastructure and adding a police social worker co-responder), progress on compensation and staff development (about 93% of related items completed), and infrastructure work including near completion of water/sewer master plans and zero sanitary sewer overflows during the plan period. Staff also reported $1,200,000 in Opportunity Fund loans distributed to downtown startups and $101,734 in business-support grants.

Items that were not achieved or remain off track included park investments (50% complete, impacted by Helene), flood-response ordinance work (delayed pending legislative context), and housing entitlements (ongoing work). Staff said the city will carry unfinished items into the next planning period and continue quarterly updates to council.
