Board members flag enterprise‑fund tradeoffs as staff lays out meter and garage revenues

Board members stressed that parking operates as a separate enterprise with its own operating and capital budgets and that most revenue historically comes from garages rather than curb meters.

One board member recited fiscal figures from prior years: "the off street parking revenue is about $12,000,000, and the meter revenue is $3,000,000," and noted the enterprise must fund elevator repairs, meter replacement and garage maintenance.

Staff outlined levers considered to reach the revenue target — time extensions, rate increases, event pricing and removing the 90‑minute free garage allowance — and warned that changes to convention‑center parking already reduce revenue by about $350,000 in the staff projection. The board asked staff for a six‑month exercise to analyze levers and return with a rationalized plan.
