Council members and staff spent substantial time on July 21 reviewing revised conceptual massing studies for Prospector Hill and debating whether future changes to the Prospector LUPA are necessary. Community Development Director Jae Hill described the studies; Peter Palmedo, chair of the Comprehensive Plan Steering Committee, and Wally Huffman, representing the Sun Valley Company and a steering committee member, both participated in the discussion. Council members questioned trade-offs among density, design and timing for any LUPA amendment.
The conversation was technical and procedural rather than a final policy decision: council members pressed for clarifications and additional detail, and staff responded that further work and a Planning & Zoning recommendation would inform any formal amendment. The Prospector Hill materials will be part of the record for upcoming Planning & Zoning review and the Aug. 6 special council meeting to consider P&Z's recommendation.
