Residents oppose opt‑out rezonings for Jack's Branch Road over infrastructure and endangered species concerns

Neighbors and local groups told commissioners that proposed opt‑out requests for large parcels on Jack's Branch Road would add traffic, strain a narrow two‑lane road, and remove protections established in the sector plan.

"If you make this a regular commercial property where they can do multi development in there, you're talking about 800 acres...the traffic would be unsustainable," a resident said, outlining concerns about school capacity, stormwater and road safety. Planning‑board supporters and applicant agents said the transmittal step merely sends the request to state reviewers and that the application would reduce density in some scenarios or be further reviewed at subsequent hearings. The board voted to transmit the DSAP/opt‑out requests to state review but commissioners acknowledged the need to address wetlands, endangered‑species mitigation and traffic in later steps.
