ULCT advises Payson leaders on housing, annexation and data‑center impacts

City Manager Dave Tuckett opened a July 17 work session saying the meeting was set to discuss growth and development in Payson City. The session included an update from the Utah League of Cities and Towns (ULCT) focused on housing, annexation and infrastructure issues that could affect future development.

Cameron Diehl of the ULCT joined by Zoom and summarized a range of policy topics for council and staff, noting items for follow‑up including starter and moderate‑income housing, potential statewide zoning restrictions, the annexation process and impact fees. "Starter homes and Moderate‑Income Housing," Diehl told the group, listing it among topics he answered questions on. Diehl also highlighted concerns about water and electricity demands for data centers and the need to consider those resource constraints in local zoning decisions.

Why it matters: councilmembers and staff said they want to plan proactively rather than react to growth. The ULCT briefing framed several choices the city will face as it updates planning documents and evaluates permits and agreements that shape where housing and industry locate. The presentation prompted questions about tradeoffs between density and desired community outcomes and whether changes will require new state or local rules.
