Development Services Director Jill Spencer told council members the General Plan will undergo a scheduled review that incorporates updated data, new studies and recent legislation. The last overhaul of the General Plan was adopted in 2020," Spencer said, and asked the council to consider what shared vision the city should adopt moving forward.
Council discussion focused on defining density — low, medium and high — and aligning future zoning and infrastructure to that vision. Spencer outlined the General Plan's stated functions: to guide land use and zoning, anticipate growth, coordinate infrastructure, protect public welfare, encourage public engagement and provide predictability for project approvals. The staff presentation framed the review as a chance to reconcile growth expectations with infrastructure capacity and resident preferences.
