Council reviews annexation, zoning and impact fees as tools to shape growth

City Manager Dave Tuckett and Assistant City Manager Robert Mills reviewed the toolbox of regulatory and contractual tools available to Payson to manage growth. They listed annexations, zoning designations, development agreements, city code enforcement, partnerships with developers, impact fees, and staff training and retention among the levers the city can use.

Council members discussed how those measures relate to maintaining infrastructure and coordinating development so neighborhoods are connected rather than fragmented. "Annexations," the staff noted as a basic tool for expanding municipal boundaries and managing land use through zoning designation and development agreements.
