State cap on travel‑trailer excise could reduce Acton excise revenue, administrator warns

Town Administrator Jennifer Roux told the Select Board that recent state legislation changes how travel and camper trailers are billed for excise: rather than the previous vehicle‑based excise, the law caps excise by trailer length and has lowered charges in many cases.

Roux gave an example: a thirty‑foot trailer produced a registration excise of $20, an amount she said would previously have been about five times higher under older billing. "The only thing the legislator did was put a cap on the excise based on length. The State fee has stayed the same, the Town has loss the excise," Roux said, and she warned the Board the town will need to estimate the revenue effect once staff can analyze registration data and once vendor software is updated. The Board asked the Town Administrator to produce an estimate of the fiscal impact.
