Select Board asks Road Commissioner to inventory unrecorded utilities and draft road‑opening policy

Select Board members raised concerns that prior utility work under West Shore Drive and other roads had not been recorded, leaving the town without releases or documentation of conduits and lines beneath public roads.

Winchell said the town should not assume responsibility for buried utilities and asked Road Commissioner Will Langley to compile a list of property owners who had excavated across town roads so the town can request releases of liability. Winchell framed the problem: "We are supposed to be doing inventory on our culverts and stuff like that, but if you don’t even know things like conduit electrical lines and because a lot of them are not recorded," the Board risks unknown liabilities. Langley agreed to email the list to the Town Administrator and to draft a proposed road‑opening policy (including fees for inspections and flagger requirements) after surveying other towns. The Board directed staff to review the draft policy and bring it back for consideration.
