Residents urge transparency and question incentive process during public comment

During the public-comment period, several residents raised concerns about transparency in the incentive process and about evidence presented in the tribunal. Melinda Delos Santos listed perceived red flags — missing dates on screenshots, discrepancies between agency awards and the narrative in presentations, and contracts signed before second readings — and asked for "truth and transparency."

Kathy Fulton, from Port Aransas, told the council that surrounding communities are affected by decisions in Corpus Christi and urged members to pay attention to public sentiment; she said an online poll she saw showed roughly 70–74% opposition to the project. Samuel Andre Fryer urged the tribunal to be forthright and unbiased. Public commenters’ concerns about process and votes were later reflected in counsel argument about how and when information reached decision makers.
