Delegates restore 'end the practice' language on youth charging after debate

Delegates debated a minority report that sought to replace committee language with a stronger directive: "end the practice of charging youth as adults." Proponents argued the change is necessary to prevent adultification of children and racial disparities in charging. "The question before us is not whether young people who commit serious offenses should be held accountable. They should," said Kira Macbeth in opening remarks for the minority report, arguing that treating youth as adults does not make communities safer.

Opponents said the proposed blanket ban would remove prosecutorial and judicial discretion in extreme cases. Rhonda Freeland, speaking against the minority report, noted Washington practice around referrals for 16- and 17-year-olds and urged caution to balance victim justice and public safety. Mike Yastrzemski said juveniles referred to adult court are not housed in adult prisons, citing juvenile rehabilitation facilities such as Echo Glen and Green Hill. After debate and corrections to ballot displays, delegates incorporated the minority report by a vote of 469 to 301.
