Garland Power & Light seeks $3.6M in projects but proposes no retail electric rate increase

Daryl Klein, presenting for Garland Power & Light, asked council to approve about $3.6 million in requests for the 2026–27 operating period, roughly $2.6 million of which he described as one-time projects and about $1.1 million ongoing. Major items included Olinger plant maintenance (refurbishment work and turbine inspection), advanced metering infrastructure (AMI) hosting fees, cybersecurity and frequency/load automation programming for ERCOT changes.

Klein emphasized that GP&L was not proposing a residential electric rate increase for the coming year and highlighted the utility’s contribution back to the city. "There is no proposed rate increase on the electric side," he said. Council members thanked GP&L for holding rates and asked technical follow-ups on Olinger unit life expectancy, investments as a market hedge and reimbursements from TMPA for some transmission work.
