Stakeholders raised data‑quality concerns that can affect performance payments and the dispatch‑to‑call metric. Green Bank staff said missing telemetry intervals are currently counted as non‑responses in the dispatch‑to‑call ratio to avoid overstating performance; the program intentionally errs on the conservative side and treats the metric as a floor that may improve with backfills and QA/QC.
Eversource and UI said they run layered QA/QC steps before payments: checking account activity, dispatch‑to‑nameplate comparisons, cross‑checking addresses and active accounts, and coordinating with DERMS providers and OEMs. Both utilities described biweekly calls with their DERMS providers to identify missing data and request backfills; where payments later prove inaccurate, utilities said they will issue true‑ups to customers.
Green Bank, the DERMS providers and EM&V consultant CES said they are sharing weekly device‑level performance reports with OEMs so OEMs can find and correct programming or data‑delivery errors earlier in the season. Stakeholders requested follow‑up numbers on how many missed intervals later backfilled and how many apparent missed calls were later shown to have been successful.
