Amarillo council sets five strategic focus areas, directs staff to develop measurable standards

A two‑hour workshop of the Amarillo City Council on strategic priorities ended with council consensus around five focus areas and a clear assignment to staff: return with measurable options and standards the council can approve.

Kevin Johnson, the session facilitator, told the council the immediate task was to translate broad priorities into concrete objectives and metrics. "When I say organization, I mean, Grayson and then the whole organization," Johnson said, describing the handoff from council direction to executive implementation. Councilors agreed the council's role is to set the 'what' and the 'why' and to ask staff for the 'how' in measurable terms.

The council reaffirmed public safety, infrastructure and customer service as simultaneous top priorities rather than a strict 1–5 ranking. Mayor (speaker S1) summarized the council's agreement: "we have consensus that we need to improve in this area and we need to measure and track it," and asked staff to come back with options the council can evaluate.

City Manager Grayson and department directors were tasked to develop 1/3/5‑year plans, funding status and benchmarks for each area; Grayson signaled he will return with a proposal and said more work is needed before staff presents final deliverables. The council scheduled follow‑up work with consultant Kevin Johnson, who will coordinate council discussions and executive briefing materials.
