Amarillo council asks staff for 1/3/5‑year infrastructure plans, benchmarks and funding status

Councilors spent a major portion of the workshop parsing infrastructure into specific lanes—streets, water/sewer and treatment plants, drainage, trash/landfill and development policy—and asked staff to present a 1/3/5‑year plan for each area with funding status and measurable progress indicators.

Council members stressed that plans must be funded and executed; Mayor (S1) said the difference between a plan and an effective program is funding and follow-through: "$12,000,000 a year will get you this," he said as an example of a funding‑level illustration used to communicate execution expectations. Several members asked for a boilerplate handoff package so new council members could see clear priorities, funding, execution status and whether a given plan is complete or still underfunded.

Kevin Johnson (S2) said infrastructure should be broken into subcomponents so that staff can present prioritized options and funding implications; the council asked Grayson and department directors to return with measurable benchmarks and a recommended funding plan.
