Highway staff described a stripping failure in the lower asphalt layer on Highway E north of Marshfield that produced numerous new maintenance locations this spring; instead of patching repeatedly, staff moved the segment into the 2026 paving program and proposed using LRIP funds accelerated from future allocations to cover the cost.
"This year, we had a pavement on Highway E just North of Marshfield ... the lower layer of asphalt was falling apart on us," Kevin said, explaining the decision to advance the project into the 2026 paving program. The committee approved an amendment to the 2026 LRIP budget to include the project; the motion carried by voice vote.
Staff said they used funds that had been planned for future years to offset the immediate cost, described the work as necessary to avoid a much larger maintenance burden in the spring, and indicated they expect the project to be completed within the upcoming paving season.
