Coppell commission votes to recommend adoption of 2026 National Electrical Code to city council

The Coppell Building Standards Commission voted Aug. 6 to recommend that the City Council adopt the 2026 National Electrical Code (NEC) with the staff-recommended additions and amendments. The commission closed the public hearing after no members of the public signed up to speak and then moved, seconded and approved the recommendation by voice/hand vote.

Chief Building Official Steve Schubert presented the proposal and explained the practical effect: "So effective September 1st of this year, the state is going to be enforced in the 2026 national electrical code," he said, adding that local adoption brings Coppell into alignment with the state and can improve the city’s ISO insurance rating. Schubert told commissioners the city is not proposing local amendments to most NEC sections and that staff removed prior local amendments where state law now controls the content.

The motion the commission approved recommended that the city amend Chapter 15, Article 15-4 of the Code of Ordinances and adopt the NEC 2026 with staff-recommended amendments. No individual mover or seconder was recorded in the transcript; the commission chair called for hands and the motion passed unanimously. The recommendation now goes to the Coppell City Council for final review and possible ordinance adoption.

The hearing record shows the commission discussed multiple implementation details including permit effective dates, inspection practices and contractor registration requirements. Schubert said staff will provide additional administrative details to implement the change after council action.
