Sun Valley council authorizes joint chip-and-fog sealing project with Blaine County

The Sun Valley City Council on June 30 authorized expenditures and any required contracts to complete a chip-and-fog seal project in partnership with Blaine County Road and Bridge, with the amount recorded by staff as $69,440.40.

Street Superintendent Bill Whitesell presented the project, saying it would be done jointly with Blaine County and that he recommended “a new type of oil that is expensive but more effective.” Whitesell estimated the joint venture would save the City around $30,000 and said the work would be a one‑day job tentatively scheduled for July 18. Council members discussed that the county would supply equipment and labor while Sun Valley would provide a street sweeper and labor for a county project; Whitesell estimated the City would pay the County about $7,000 to account for the unequal exchange of labor and equipment.

Council Member Michelle Griffith moved to authorize the Mayor to approve expenditures for chip and fog sealing per the June 23 memo, with the motion text recorded as authorizing $69,440.40; Council Member Jane Conard seconded the motion. Council President Keith Saks asked whether bids were required; Whitesell said the supplier/product is sole source and that he would confirm that in a letter. The Council took a roll‑call vote with four ayes (Saks, Griffith, Conard, DuFur) and no nays, and the Mayor declared the motion approved.

The authorization covers entering into the agreements and paying for the work; staff signaled they will provide the sole‑source confirmation in writing before executing contracts.
