Council debates workforce housing allowances as county authority joins management

City Administrator Susan Robertson reported a proposed increase in revenue from workforce housing rent, noting the city has an agreement with the Blaine County Housing Authority to manage properties. Council Member Michelle Griffith advocated for a larger discussion of affordability, and Council Member Jane Conard proposed eliminating housing allowances currently provided to two employees; Griffith said she would agree to elimination only if the council addressed broader affordability issues.

Community Development Director Jae Hill volunteered to work with the Blaine County Housing Authority to develop an affordable housing policy. Mayor Peter Hendricks asked Robertson to review appointment letters for employees receiving housing allowances to determine whether the city is contractually obligated to continue the benefit. The council did not take a final action but flagged the item for further policy work.
