The Willard City Planning Commission opened a public hearing Aug. 6 on the JSR Subdivision, an application submitted for 1547 North Highway 89, then voted to table further action after staff and commissioners identified administrative and engineering items the applicant must address.
Planning staff identified the applicant packet as complete for hearing but said additional revisions had been submitted and required review. “They are splitting their property. It is 1.23 acres. It is located in the residential 0.5 zone. So they're splitting it into 2 lots. They'll both be over 0.5 an acre, so we satisfy that minimum,” Planning staff member Maddie (S13) told the commission. The staff report noted missing signatures/notary formatting and UDOT access annotation among the items needing attention.
An applicant representative told the commission the immediate goal is a paper split and that no construction is planned now. Residents raised concerns about traffic and how other nearby developments could affect the same intersection; commissioners and staff repeatedly clarified that road-widening and funding decisions fall to the City Council and public works, while the commission must enforce subdivision code and right-of-way requirements.
Commissioners debated which improvements can be deferred and who should pay for road reconstruction when a lot splits, noting the code requires some improvements and that the right-of-way for many city streets is 60 feet. After discussion, Commissioner (S4) moved to table the subdivision improvement plan; the motion was seconded and carried by voice vote. The commission made separate motions to table consideration of the preliminary plat and the permit request for the JSR Subdivision, and each motion passed. Staff said it will compile commissioner comments and return the application for a second review cycle after the applicant provides corrections.
