The Canyon Bay development returned a largely complete development agreement and agricultural easement; staff reported it includes nearly 100 pages of exhibits and remains under legal review. Mountain Bay is negotiating a water agreement: the development must build a master meter and infrastructure that will be dedicated to the city and the master meter will be tied to the Barricka Water Conservancy District for water supply and billing.
Granite Ridge remains on pause pending an executed agreement with Staker Parsons related to Hall Road and easement work; staff said the developer has not returned the signed documents and certain phase-6 activities, including gravel-mining, are blocked until agreements and fixes are in place. Staff also described technical constraints for basement construction in some phases—properties in one plan are shown at about three feet above the waterline and would require engineered dewatering systems to permit basements.
