Commission approves final plat for medical daycare at 2830 South Beltline despite traffic concerns

The Balch Springs Planning & Zoning Commission approved the final plat for a 6,050-square-foot medical daycare to be located at 2830 South Beltline Road (final plat 004-2026). The facility will operate under a previously approved special-use permit (Ord. 3314-26) and staff reiterated conditions including limited hours, an on-site emergency vehicle or van for medical transport, a required 8-foot masonry screening wall, and a detention pond to manage stormwater.

Staff described the facility as a medical daycare providing "skilled medical care, development support, and educational activities for children with special medical needs from infancy to age 21." The presenter said the operation has a maximum capacity of 60 children and up to 24 nurses but that the applicant expects initial operations closer to 20–30 children. Public commenter and project engineer James Gilliland told commissioners the shuttle vans are optional and "My understanding for this facility is the operation is supposed to sit more closer to about 20 to 30, kids." Commissioners asked about traffic on South Beltline, sidewalk extents and drainage; staff said sidewalks will be installed on the parcel frontage and that the detention pond will manage site drainage.

Commissioner King moved to approve the final plat; Commissioner Gardner seconded. The motion passed with Commissioner Watson voting no.
