Key West debates tougher e‑bike rules and education as police step up enforcement

Commissioners on Aug. 6 discussed a range of responses to growing safety concerns about electric bicycles: stepped enforcement, education for children and parents, and potential ordinance changes to set minimum ages, helmet requirements and photo‑ID rules. Vice Mayor Lee described repeated evening complaints about unsafe riding, and police affirmed they have been confiscating e‑bikes and issuing citations within the limits set by state law.

Police said they will increase targeted enforcement during designated enforcement nights when officers concentrate on e‑bike stops; the department is also working with schools and volunteer programs to distribute lights and provide safety education. Commissioners asked staff to draft ordinance language based on Sunny Isles code language and coordinate with Monroe County and FDOT on signage and corridor treatments. Several commissioners emphasized the need to ensure enforcement language is consistent with state law and with practical enforcement capabilities.

Staff will return with a proposed ordinance or public‑workshop schedule; commissioners indicated support for a public workshop before final adoption.
