Lysander board adopts resolution to form Cold Springs Sewer District No. 1, authorizes $3.17M project fund

The Town of Lysander Town Board voted July 31 to adopt a resolution forming the Cold Springs Sewer District No. 1 and to take immediate steps to finance and advance the project. The board declared itself lead agency for SEQR review and authorized a $3,170,000 project fund to pursue bonding and project planning. The motions passed with Supervisor Kevin Rode and Councilors Vince Mangan and Ed Schmitt voting Aye; Councilor Jeff Kudarauskas was absent.

The board opened and then closed a public hearing on the district, stating the hearing was convened "to hear those for or against the formation of the Cold Springs Sewer District No. 1." Town Clerk Dina Falcone confirmed the legal notice was printed in the Post-Standard on July 21, 2026, satisfying the publication requirement. The board also approved an interim $250,000 loan from the General Fund to cover the engineering and design phase and authorized the Town Engineer to go out to bid for construction. The adoption of the formation resolution was noted to be subject to permissive referendum and was prepared by the town attorney in compliance with New York State Comptroller requirements under Article 12A of Town Law.

Next steps set by the board include SEQR completion as lead agency, engineering and design using the interim loan, and soliciting bids for construction. No public comments were made during the hearing; the board closed the hearing at 4:02 PM.
