Using an equivalent dwelling unit (EDU) method (the presentation cited roughly 761 EDUs), the consultants reported a capital cost per EDU of about $67,300 under the gravity scenario. "If you are a single family resident, your capital cost share is gonna be 67,300 of that total $52,000,000," Carrie Wagner said.
Wagner and staff distinguished district-owned construction from private property work. They estimated average private residential lateral construction at about $16,400 for a gravity connection and about $39,200 for a STEP installation; commercial property estimates are higher (the presentation cited about $85,000 for some commercial STEP installations). The consultants also presented 30‑year life‑cycle figures: roughly $88,200 per residential EDU for the gravity option and about $97,500 per EDU for STEP, noting those figures exclude financing and some city upgrade costs.
