Solid-waste revenues lag; staff say approved rate increases would add revenue

Ramona told commissioners solid-waste fund revenue is budgeted at $7.7 million for 2027 and that the current budget does not include proposed rate increases. She said an additional rate increase, if approved, would generate roughly $2.2 million in 2027 and $3.8 million in 2028.

Staff also said landfill revenue projections were reduced because the expected number of commercial haulers did not return after the landfill reopened; that shortfall reduced the 2026 projection by about $175,000, staff said. Commissioners asked whether haulers had shifted to other landfills or were not aware the city’s landfill had reopened; staff replied they believe many continued using other sites.
