City budgets $25.5M for capital in 2027, adds resurfacing and parks funding

Ramona outlined $25.5 million in capital funding for 2027 and said staff added $250,000 to resurfacing over last year’s allocation to program $3.0 million for resurfacing projects. She listed several citywide capital items including design for Monument Loop transmission line, Little Choctawhatchee screen refurbishment, and an All Wheels Park budgeted at $2.6 million.

Commissioners asked how conditional projects — like fire trucks, Miracle Field playgrounds and Westgate resurfacing — will be prioritized. Staff said prioritization is driven by commission direction and department requests and that some projects may become more expensive if delayed because substructure failure increases eventual cost.
