Committee adopts High Points 2026 Short Range Transit Plan

The Prosperity, Livability and Safety Committee voted Aug. 6 to adopt the City of High Points 2026 Short Range Transit Plan and authorized city officials to execute the documents needed to implement it. Mayor Pro Tem Monica Peters moved for adoption; consultant Alec Moore seconded and the motion passed by voice vote.

The plan, drafted by SRF and presented by project manager Alec Moore, compiles about 40 recommendations across service, capital and policy categories. Moore told the committee the final technical memoranda are complete and that the presentation today focused on implementation priorities and funding phasing.

Moore said the plan aims to balance improvements within existing resources while laying out higher-impact options. "With the changes that we propose ... we're anticipating ... about a 10% ridership growth above what we see today," he said. He added that larger gains would depend on additional frequency and span investments.

The plan proposes a corridors-and-coverage strategy centered on a North/South Main Street spine (routes 10 and 11), branch and crosstown connector routes, three microtransit zones to serve growing areas, stop-amenity standards, six community transfer points and targeted capital work at the Broad Avenue Terminal. An implementation schedule recommends service adjustments and vehicle purchases in years 1'3, stop modernizations and pilot transfer points in years 2'5, and expanded span/frequency and technology investments in years 4 and beyond.

The committee recorded no objections during the voice vote; the plan will advance to the appropriate city officials for execution and follow-up implementation steps.
