Commissioners approve closing of portion of Heather Street after no objections

Allegheny County commissioners voted to close a portion of Heather Street after a public hearing in which petitioners’ counsel said the segment functions as a paper road between a single owner’s parcels.

Attorney Beeman introduced the petition and said the petitioners are represented by Mr. Hevner. Mr. Hevner told the commission the stretch is "literally just a paper road that happens around the gentleman's backyard" and that due diligence found no utilities or easements in the right-of-way. With no public objections, a motion to approve the road closing passed by voice vote.

The chair asked Mr. Hevner to provide a proposed order and a drafted deed to complete the transfer. The agenda packet and record of the public hearing will be used to prepare the documents necessary to finalize the closure.
