Planning Commission recommends approval for Kenwood Hills 4th edition infill lot

The Lakeville City Planning Commission on Aug. 6 recommended that the City Council approve a preliminary and final plat and an easement vacation to add one detached townhome lot to the Kenwood Hills subdivision.

Chuck Ryan, representing the Kenwood Hills homeowners association, told the commission he lives in the development and that the neighborhood currently has 60 "villa Rambler style" homes; the proposal would add a 61st villa by filling a former pipeline easement area. Planning staff (Miss Jensen) explained the pipeline was abandoned and its easement vacated, and that the hearing before the commission concerns vacating a blanket drainage and utility easement on the common-area lot to allow creation of the new unit lot. Jensen said utilities will be provided from Jarrell Way and that the immediate development area does not include significant trees; she recommended approval "subject to the 5 stipulations that are listed in the planning report."

No members of the public spoke at the hearing. After brief commissioner questions about the site's history (staff cited an easement release dated in late 2024), a commissioner moved to recommend approval to the city council. The motion carried and Chair Zimmer said he "love[d] the idea of the infill housing." The commission recorded the recommendation to council; the packet lists the five stipulations in the planning report dated 07/29/2026. The city council is scheduled to consider this item at its Aug. 17 meeting.
