Planning Commission backs Kwik Trip conditional-use permit for fuel sales in industrial zone

The Lakeville City Planning Commission voted Aug. 6 to recommend City Council approval of a conditional-use permit for Kwik Trip to allow motor vehicle fuel sales, convenience grocery and prepared food in the I-1 (light industrial) district.

Applicant Dean George described the proposed store as roughly 9,200 square feet and said the design includes separate canopies for gasoline and diesel. Planning staff (Miss Jensen) noted the City Council recently adopted ordinance amendments to add motor vehicle fuel sales as a conditional use in I-1 and reviewed site design: the site plan shows 42 parking spaces (the requirement is 41), separate fueling areas for gasoline and diesel, truck-turning movements, a stormwater pond that Kwik Trip will maintain, and required agreements including a stormwater maintenance agreement and a site improvement performance agreement. Staff recommended approval "subject to the 11 stipulations listed in the plan and report and adoption of the findings of fact dated 08/06/2026," Jensen said.

Commissioners asked detailed questions about a raised walkway, truck parking and building materials; Dean George explained there are designated truck parking spaces and pull-through areas to avoid "hogging" fueling positions and that the store uses standing-seam metal roofing common to Kwik Trip designs. Commissioner Swanson moved to recommend approval subject to the 11 stipulations in the planning report dated 07/24/2026; the motion passed unanimously and Chair Zimmer told the applicant the City Council will likely consider the issue on Aug. 17, 2026.
