Committee approves $1.56 million in sidewalk special assessments after public hearing

The Climate and Infrastructure Committee adopted a resolution to levy special assessments for sidewalk repairs, moving forward with a proposed total of $1,561,060.70 for work completed in 2025 and to be assessed to properties in 2027. Vice Chair Soren Stevenson opened the hearing and called for the staff presentation before the vote.

Aaron Johnson, senior project manager in Transportation Engineering and Design, told the committee that in 2025 sidewalk replacement work affected 1,805 properties; invoices were mailed on 04/15/2026 and public-hearing notices were mailed on 07/09/2026. "As of this morning, August 6, the total proposed assessment amount is $1,561,060.70," Johnson said, and added that property owners can pay invoices in full, request an administrative hearing, or have unpaid amounts added to the 2027 property tax roll if not paid by 11/15/2026. Public Works recommended adoption and levy of the assessments.

After a two-hour public comment period in which numerous residents raised concerns about inadequate notice, incorrect mailing addresses and the cost burden of assessments, Vice Chair Stevenson moved approval. The clerk called the roll and the motion carried with four ayes and no recorded nays; two members were absent. The committee closed the public hearing but directed staff to follow up with residents on documentation, appeals and payment options.
