Staff outlines appeals process; payment-plan options unclear and to be reported back

Don Elwood, director of Transportation Engineering & Design, told the committee that administrative hearings had been available and that objecting in writing or appearing at the public hearing preserves the right to appeal to district court. "To get to this point, we did have an administrative hearing... By objecting in writing or coming here in person, it preserves your right to appeal at district court," Elwood said.

Council members pressed staff on payment-plan or deferment options for residents on fixed incomes or facing foreclosure risk. Elwood said he needed to confirm with assessment staff whether deferment or payment plans were available and committed to follow up. Aaron Johnson reminded the committee that unpaid invoices remain payable until 11/15/2026 before being processed to the 2027 tax roll as special assessments.
