Board hears update on Columbia Memorial Health plan to change designation; residents ask about ER capacity

Councilwoman Lutz briefed the board and public on Columbia Memorial Health's preliminary plan to change its hospital designation as part of an Albany Med restructuring.

Lutz said the plan would reduce inpatient beds to about 25 (from the hospital's previous higher licensing level), close the ICU, expand mental‑health beds to 35, and invest in outpatient surgical services. "They are in the preliminary stages of becoming designated a rural access hospital," Lutz said, explaining the change is intended to improve reimbursement and financial sustainability. She said the hospital estimates it will be able to reinvest higher reimbursement levels into the facility and that the ER and outpatient centers would remain open.

A member of the public, Santina, asked whether Medicaid reimbursement changes would affect ER services and staffing. Lutz and others said, as far as they understand, the ER is expected to remain open and the hospital plans to stabilize and transfer ICU cases when necessary; higher‑acuity patients would be medevaced to Albany Med if needed. Lutz also said the hospital expects not to lay off staff and hopes to create positions in outpatient and mental‑health units as part of the transition.

The board encouraged residents to complete the Pine Plains district and Columbia Memorial surveys and noted the hospital must complete a health equity impact assessment as part of the change.
