City building staff told the Board of Appeals they denied the Explorer Academy's request to add magnetized door locks because the city lacks a formal permit application and complete documentation for the 2020 allowance. Staff said that, with TNT vacating shared space and Fargo Public Schools occupying the full area, the change effectively expands the footprint and triggers current code requirements.
"We do not have a formal application for this project yet," the building official said, adding that the city's review found the materials provided were limited to an older Minnesota document and did not include updated provisions or full justifications. Staff recommended the district either bring the space completely up to current requirements or submit a full alternative-design package consistent with the newer Minnesota provisions before the board or the building official can approve any change.
