Council adopts North Falls Lake Area Study to guide regional transportation and land‑use projects

The Butner Town Council voted unanimously Aug. 6 to adopt the North Falls Lake Area Study, a multi‑jurisdictional planning report that identifies roadway, intersection and bike‑and‑pedestrian improvements and a preferred land‑use scenario for the North Falls Lake area.

Consultants and regional staff described the study as thorough and engagement‑driven. Jim, a consultant with Goldman Inc., told the council: "This study was very unique in its approach." Kenneth Whitmer of the Capital Area Metropolitan Planning Organization (CAMPO) and planning director Jennifer Ganzer said the work included watershed and utility analysis, engagement events and a separate roadway safety audit at Butler STEM Elementary School.

The presentation detailed environmental constraints — including Triassic Basin soils and watershed protections — and said the plan emphasizes concentrating development near existing municipalities while preserving natural areas and watersheds. Council members pressed staff on how projects in the plan would be prioritized for state funding; presenters said adoption strengthens future competitive grant applications and that project selection remains a separate, competitive prioritization process.

Council member Lane moved adoption, seconded by Council member Sosa; the motion carried by voice vote. Staff said adoption does not change zoning text or impose immediate mandates on property owners, but positions Butner to pursue grant funding and formal project prioritization as opportunities arise.

Next steps: the town will post the final report to its website (staff said the report is already available online) and use the document to support grant applications and regional coordination for transportation work.
