Council adopts update to cross-connection control code to match state handbook

The Seaside City Council unanimously adopted a code change on Aug. 6 to update references in the city’s cross-connection control program so they point to the State Water Resources Control Board’s Cross Connection Policy Handbook (CPPH) dated July 1, 2024, rather than older Title 17 references.

Public Works Director Thomas Coleman briefed the council on the changes, explaining that multiple code sections (including backflow protection and installation requirements) will reference the updated handbook. "So our final recommendation here is to adopt those code changes, excluding and replacing title 17 with the current 07/01/2024 cross connection policy handbook," Coleman said.

The ordinance was adopted by roll-call vote with no public comments on the item. The change updates technical references and is intended to ensure the city’s code reflects current state requirements for cross-connection and backflow prevention.

What’s next: staff will implement the code changes and incorporate the handbook references into permit and inspection materials.
