Facilities proposes part-time custodian and reduced cleaning frequency to meet tight budget

Cody Sibley, facilities director, told the court that Facilities maintains roughly 468,000 square feet across county buildings and that the department requested two custodians and a maintenance supervisor to meet APPA standards. He said the proposed hires would enable more consistent cleaning and better coverage when staff are absent. "We tried the 4-10 thing. It just didn't work out," Sibley said recounting previous scheduling experiments.

Facing a constrained budget, Sibley offered alternatives: reduce cleaning frequency in employee-only areas (keep public bathrooms daily but scale back vacuuming and dusting for staff sections), remove small personal desk trash cans in favor of larger centralized 55-gallon bins and consider a part-time custodian to plug coverage gaps. Commissioners discussed part-time staffing as a less costly alternative and asked facilities to return with tighter cost estimates and options.
