Buncombe County air-quality advisory council adopts bylaws and elects leadership

The Buncombe County Air Quality Advisory Council adopted its bylaws and elected leadership during its organizational meeting. Members approved the bylaws "subject to minor edits" after brief discussion about adding or later clarifying a mechanism to report recommendations to the Buncombe County Board of Commissioners.

Council members opened nominations for leadership and elected Gary as chair and Ned Gutman as vice chair by voice vote. Joel, who had been serving as temporary chair, remained active in presiding over the meeting and agreed to swap places with the newly elected vice chair during the session.

During debate on the bylaws a council member observed that the draft lacked a clear statement about how advice and recommendations would be transmitted to the Board of Commissioners. Staff responded that some provisions were intentionally left flexible to allow multiple reporting options (memo, in-person presentation, or official agenda placement) and said language could be added later if the council preferred. The body moved and approved the bylaws with the understanding that minor corrections and clarifying errata would be made to fix references (for example, where draft text still used earlier labels such as "board" rather than "council").

The adoption marks a formal start to operations after the reorganization of the former air-quality agency into the county advisory council. The council will now proceed under its adopted rules while staff and members work out reporting mechanics to the county commissioners.
