The Santa Barbara Local Agency Formation Commission on its August 2026 agenda voted unanimously to amend the Goleta Sanitary District sphere of influence and annex a 1.6‑acre parcel at 4385 Via Presada in unincorporated Santa Barbara to allow a public sewer connection. Staff said the existing private sewer system on the parcel had been failing and a connection via Trepador Street would serve the single‑family residence.
Staff described the filing as an owner‑initiated annexation (LAFCO file number 20602) and recommended concurrent sphere amendment and annexation. "It's a parcel of 1.6 acres located, on Via Persada, within, Hope branch, area," staff said, adding that the district provided a plan of service and has remaining capacity. Staff also said the commission should adopt a CEQA exemption for the small parcel under the categorical exemption framework cited as Class 3, Section 15303.
Commissioners asked why the matter had been delayed after the April submission; staff replied the original application was incomplete and required additional materials. Commissioners also confirmed there were no requests to speak from members of the public on the item. Commissioner Geyer moved approval of staff's option; Commissioner Nelson seconded. The clerk's roll call showed the motion passed unanimously.
The commission's action includes the sphere amendment, the annexation into the Goleta Sanitary District, and adoption of the environmental finding. Staff said appropriate filing of the CEQA exemption will follow after the commission's determination.
