The Lorain County Board of Commissioners voted unanimously April 24 to execute a stop‑loss insurance contract with Medical Mutual of Ohio retroactive to Jan. 1–Dec. 31, 2025.
Deputy Administrator Perkins told the board Medical Mutual had raised concerns about missing signatures on prior paperwork and that county and prosecutor staff had reviewed the documents. Perkins said the deductible ("threshold") for covered individuals is $500,000 per covered person for both 2025 and 2026. She also cited claim counts used in actuarial work: 43 claims in 2025 and 48 claims in 2024. "Threshold amount is included in exhibit A as part of the contract and is $500,000 per covered person, that was both in 2025 and 2026," Perkins said.
Perkins provided sample premium rates used for budgeting: monthly stop‑loss premiums cited in the meeting were $43.17 for single coverage and $119.11 for family coverage in 2026, and $34.54 (single) and $95.29 (family) in 2025. Commissioner Jeff Riddell confirmed with staff that the listed claims had been paid. The Board adopted Resolution No. 26‑245 to execute the stop‑loss contract; the motion was moved by Riddell, seconded by Moore and carried unanimously.
