Magistrate reduces city’s requested $5,000 fines; orders $1,000 per incident for repeated unpermitted gatherings at 341 SE 2nd Ave

City code supervisor Latoya Thompson testified that officers observed large gatherings at 341 Southeast 2nd Avenue on multiple dates — June 13, July 10 and July 17, 2026 — with loud music, tents/food trucks and vehicles obstructing the roadway. Thompson said each incident met the city's definition of a special event under Section 101.32 of the Delray Beach code and described the violations as "irreparable," which she said allowed the city to seek immediate fines rather than a compliance period.

Registered agent William M. Haycock Jr. acknowledged the incidents but said he neither authorized nor profited from them, told the magistrate he had been out of town when notices arrived and said tenants told him some gatherings were wakes for members of the Haitian community. The magistrate said each incident warranted a finding of violation but reduced the requested maximum fines, stating, "I'm gonna assess a fine of $1,000 per instant," and warned that future violations would be subject to maximum fines. Payment timing and a possible extended schedule were discussed.
